Rubber belting works great to suspend steel plates, cut strips out of an old mud flap and punch holes on the ends

We used old tread from snowmobiles. It's a little tough to cut but works great.

All of those soft media will dull the tone. If you desire the ringing bell you want something solid like succer rod hangers welded directly to the plates and hanging off of a steel frame.
