Question about 338 Lapua

Im loading 300gr. SMK's for my 338 lapua with 215 match mag priners and I am having a hard bolt lift at 90.0 gr. of H1000 and cant slide the bolt open without tapping it against the bench to open it . Does not appear to have high pressure signs on the primer or the case head , It is also happening with 250gr Gamekings too . I am using priv partizan brass , could this be my problem ? Should annealing the brass take care of the problem?
 
I have seen 90 gr of H-1000 show pressure in some rifles. (especially with the newer lot #'s) So I would back off to 87 gr and see if it cures it.

Also remember, 99% of the loads posted on the net for 338 LM and 300's are shot from Lapua headstamped brass. This brass is very hard and super tough. I doubt any other manufacturers would hold up to what Lapua brass will.

That said I have never used the partizan brass.
