Most likely because the cost is a small fraction of AR 500 and most of the probably don't have an endless supply of used disks from disk plows.

You can buy scrap plate for little or nothing from welding shops and scrap yards, you always pay a very high premium for AR-500 and honestly it's really hard to put enough shots into a plate for it to no longer register new hits.
Plow discs are made of tempered and/or spring steel so they hold up pretty well. The concave/convex shape also makes it really hard to get a perfectly perpendicular, square hit on them so they tend to deflect most of the bullets anyhow.
The center hole gets plugged with plate and if/when it gets full of holes I can just weld a piece over it.
