Howa 1500 338 Lapua?

Defiance would be very good, probably better than Stiller. Another option would be the Badger Ordnance 338 Lapua magnum action. Surgeon's, Bat's, and others will be more expensive.

You could also use a Barnard, their single shot comes with a very good trigger. Would save quite a bit of $$$
 
Depends on what your goal is. I had forgot that you could get the steel barreled Christensen's Arms rifle for $1500ish. So there are quite a few options for the cost of a 338 Lapua custom action.

Savage $850-1500
Weatherby $1500ish
Christensen's $1500-2200
Ruger RPR $1500
 
Defiance is $1480
Barnard is $1500 through Whidden but comes with a trigger
Stiller is $1200
Badger Ordnance $1450
Surgeon Action is $1470
BAT $1500-1800
 
You can do that. The best thing about the Savage is that you can get an entire rifle, with a HS Preicision stock and a good barrel and muzzle brake for $1500.
 
You could also find a second hand CZ in 416 Rigby and put a new barrel on it. But once you start doing custom work it cost a lot of money.

I have a American Rifle Company Nucleus with a Proof Research barrel, AICS bottom metal, CG-Xtreme trigger and a McMillan A-5 stock. Wasn't cheap, but it is a good rifle. Bits and pieces in the custom rifle world are expensive.
