chronyed my load the other night and i got so resonable speeds then i let the barrel cool down the the next 5 gradually slowed down is this a neck tension problem?

It could be alot of thing. Neck tention can cause some problems, but usually only with custom chambers and over bore rounds. If you are loading hot it can occure with factory chambers and rounds though.

Not really a hot load thought the heat of the barrel and the weather mite play a part

Was getting late in the day is it better to do it on a cloudy day or a sunny one

Any temp sensitive powder can up the pressure if they sit in a hot chamber on a
hot day.
