So I'm planning on putting in for elk in the NR Special draw next fall in Wyoming. I should have about a 50% chance of drawing an any elk tag but would like to have a backup plan to draw a cow tag. Last year there were zero first choice applicants for a Type 4 tag in the special draw. If the tag allocations and applicants stayed the same, would that mean I would be a guaranteed second choice draw or do those tags get allocated as leftovers and I would get stuck in the second choice random draw with 2/7 odds?
Basically what I'm trying to do is guarantee that I draw some sort of elk tag in my intended unit since I have a hunting partner that will also be putting in for the same unit separately.
