Scope rails.

If a scope rail is on a rifle and no visible marking indicating MOA, can one measure without taking it off the rifle?
If one does take it off the rifle what would be the thickness front and rear to get MOA?
 
rough and dirty , there will be about .020" difference on a 20 moa rail .

What kind of action is it? If it's a Rem 700 you can get fooled measuring the height of the rail above the action because the back end of the Rem is not on the same level as the front.
