scope adjustment

I got my nice, new, shiny (ok so matte black) rifle which I tried to strap a tasco Var/Tact 6-24x42 onto, using Leupold bases and high mount rings. The rig looks great but for some reason the adjustment range seems to end while the rifle is still shooting 2 feet high at 100 yards. If you guys had any suggestions as to what might be the problem and what I can do for it I'd really appreciate it. I'm hoping improper mounting is the culprit but I fear the scope might be even crummier than originally suspected. As is the gun would be great for shooting way out but I'll need a bayonet attached for deer at Northern Michigan ranges. Any ideas would help greatly.
