New barrel cleaning

I talked to a respected custom rifle maker some years back and he said breaking in a barrel was not necessary as his was lapped from his shop but spoke to another custom rifle builder and he said ALL barrels come with a anti-corrosion compound that needs to be removed.Who's right?
I sure like the rifle builders on this site as it sounds like they go the extra mile.
