Leupold VX-1 Question

When it says it has 56 MOA adjustments on elevation, is this -28 and +28 or 56 both ways? How can I get it up to around 45 MOA + if so?? Also, is this a decent scope to get started with for long range?

That would be total MOA, so +/- 28 from the center. You can go with a 20MOA base or Burris Signature rings to get you the additional 20moa.
