Installing scope rings

I just bought a weaver grand slam dove tail steel one piece solid base to go on my howa model 1500 long action. It fits perfectly. I did notice that twisting the front ring into place and getting it to line up with the bore can be tedious to say the least. Quite frankly I'm not even sure if it is truly lined up like it is supposed to be. I know of several fancy tools and kits that can be bought to mount scopes, line up scope rings, etc, etc. However I was wondering if their was a cheaper alternative that is still pretty accurate. After all the scope were talking about is a bsa catseye, (basically an in between scope, until I can save up enough to by a nice leupold or a night force). So I don't want to go out and buy the fancy mounting kit just yet. Any ideas?
