What makes them seconds? Are they still usable?

I have bought and shot alot of seconds and for the life of me can't figure out why they are seconds. They always look perfect.

In this case, they mistakenly ended up with the orange tips, not white like all other Accubonds.

The canelure is there because they were destined for factory loads.
