Fill Ratio Vs Case Capacity

Can someone tell me the difference between Fill Ratio and Case Capacity? Walt at Berger sent me some reload info with different powders and some had a "fill ratio" as high as 109%. Wouldn't that be a well compressed load?

It's a comparison to water, so depending on the specific gravity of the powder it may or may not be compressed.
