Changing point of impact?

I can't seem to keep my Wtby 300 shooting to the same POI, it seems to shoot all over. I am shooting a stainless Mark V with a black stock topped with a 4-12x50 swaroski scope with 168 bergers and 83.5grs of H4831. I shot this gun last year and sent the scope back to swaroski to check the focus and they said the scope was fine so I remounted it nice and tight. it will shoot a .75 group at 100yds but everytime I shoot it it seems to move the POI, all within a few inches at 100yds but not in the same spot, any thoughts?
 
Check the screws that fasten the barreled action and trigger guard to the stock. Did you check the mount(s) to be sure they're not loose? Things need to be tight but not over torqued.
