I have shipped a lot of ammo and there is no hazmat fee.
There is on primers and powder.

No hazmat if the shipment falls under the small arms limited quantity exemption. You have to ship a lot of ammo in one box to not fall under that exemption, something like 66lbs of ammo or around that. I don't recall exactly but it is a lot of ammo.
To be clear: There is not a hazmat fee with shipping limited quantities of ammo through UPS
