Is there a huge or small difference in performance between a Ballistic Coefficient of .242 and 2.47 ?
 
Probably not much difference. .005 BC is more than likely within most bullet manufacturers margin for error (whether by accident or not)

Is this a typo? Was that supposed to say .242 and .247? Maybe a misplaced decimal?

If not then there is no comparison, 2.47 is an astronomical number compared to .242!
Is it even possible to have a BC as high as 2.47?:D
