Long action doesn't tell us much without adding in what cartridge the rails are cut for.
 
The SS models are part number 85283 while the (Blued) Carbon Steel models have part number 85271.
They are described as "Long Action/LA Mag Calibers"

Yes.

You can buy Long Action receivers as stated above which will work for feeding the standard cartridges such as .30-06 and the belted magnums.

There are also Long Action receivers which have the rails cut to feed the larger diameter cartridges such as the Remington Ultra Magnum and the .338 Lapua. Yes, Remington makes their receivers to handle the .338 Lapua.

The difference is in the spacing of the rails and slight variations in the feed ramps.
