The area I hunt in Wyoming still has leftover cow/calf tags in January. Resident, nonresident, it doesn't matter. I'm not understanding the madness you're seeing.

Straight from Wyoming's Game Commision.
Elk, deer, and antelope are 80% resident, 20% nonresident.

Question!!!
For nonresident elk, do i choose one of the 3 "zones" then can hunt any of the numbered areas in that zone?
Or do I still need to pick one of the numbered areas?

Whichever region you pick you can only hunt the "General Units" within that region. You can not hunt a limited quota unit.
