my friends rifle was reworked to a heavy barrel, trigger work the whole thing and about the best it would do was 3 minutes. it was also a lot more the 4 bills.
part of the appeal used to be (for california anyway) was it was a semi auto in .223 and not a banned item.

joe @ savage called me back. they shot the rifle with the existing stock and got about the same results that i did. they changed out the stock and there was an improvement, but joe was not satisfied with it, he is going to have the barrel changed out.

maybe he put it on backwards, if it's that simple, easy fix!
if there are no markings on the base at all then i guess it could get put on wrong.

just another comment: the loading tool i use is the collet die from lee.
it kinda squeezes the neck down by mashing it against a mandrel.
the builder of the rifle recommended it, so that's what i use, it works and that's okay
when my gunsmith built my 280ai he recomended winchester nickled brass.
that all i've used and have not looked back.
what's the good news is that nosler had released facory loaded ammo and casings. no more wearing out the barrel just to make brass:)
according to the sierra's book
the 22/250 with a 1x14 twist will do up to a 63 grain bullet.
a 69 grain bullet would take a 1x10, the 77's and the 80's would take a 1x8.
i would think that you're 1x12 could go heavier.
one thing to remember is that bullet sabilization has more to do with the...
i would think that a factory rifle would shoot about any factory loaded ammuniton. i mean that it should sabilize factoy ammo.
i'm sure that it may have a preference for what it's going to shoot better that another brand, just got to shoot to find out.
