For SAAMI cartridge dimensions the Quickload simulator suggests VV-N570 will give the highest velocity at a moderate pressure of 52000 psi (a 98% fill ratio) and a muzzle velocity of just over 3000 fps from a 26" barrel.
Without knowing the rifle characteristics like barrel length and the seating depth of the bullet where it's touching the lands, anything offered here is just guessing.
I can't help with the 168's yet other than what Berger sent me. I just finished setting up the 180's in my gun.
75gr H1000 is where I ended up, around 3,050fps.
