Why does this happen out of season?

In downtown Estes Park, you have to dodge the bulls to get from your car to the grocery store. I'm surprised there haven't been more stupid city tourist incidents as they try to pet the fuzzy cow ...

A number of years ago my wife and I rented a cabin near Estes Park for a weekend getaway, following an unsuccessful muzzleloading hunt. The bulls were taunting me by fogging the kitchen windows in the morning.
 
You can pattern them right up to opening day and then they are captured by aliens and not turned loose until after season. I saw it on History channel Ancient Aliens so must be true. Just sayin...
IMO it's the ding-a-lings that go "scouting" the Saturday before the season starts.

THEN they start working on getting their scent in check because the are going to hunt.
