What is the click value for leupold mark 4 scopes?

I am wondering what exactly is the value for the Leupold mark 4 m1 tactical rifle scopes. I have read on some web sights that it is, iphy and that they are M.O.A.
On Midway USA they say that they are 1/4 M.O.A adjustments then further down the page it says that they are 1/4" values.

Please can someone tell me if they are a true M.O.A or not?! I e-mailed Leupold but they still have not gotten back to me.
