What’s happening? 22-250??

Nothing changed in my reloading process, this is fifth reload. Brass was Annealed every time?
Now tips ruined when seating?

Looks like you came up with a new ogive. Have not seen that situation before. Takes a lot of torque to do that.
 
I only use Redding competition dies.. It is the same as all the others...?? put back together the same as the others..

All loads are 34 grains Benchmark... plenty of case room you can hear it when shaken.. I am at a loss.. I have never had a seating die do that.
I tried seating a bullet in new brass to see if I had too much neck tension but it still left a ring around the neck just not as much..
 
Take the die apart, make sure you have put things in the correct orientation.
Make sure the spring is under the micrometer dial, if it isn't, this may be your issue.
I have never seen a comp die do this unless the stem was of the wrong shape for the bullet.
