So my buddy told me his dream rifle. He has a 28 nosler right now that will be shot out in no time so he's thinking about what he wants to rebarrel it as. What he wants is a 7, with better barrel life than a 28. He wants to get 1000 rounds out of a barrel and he wants to shoot the 190 atip or the 195 eol between 3000-3100 FPS. I told him that it's a stretch with those requirements and I couldn't think of a cartridge that would do that unless you got lucky with a 28. But can you guys think of anything or know something that I don't about a cartridge that would do this?

More velocity requires more powder, more powder burnt mean less barrel life. There's no magic way to get around it. For what he's looking to do, his best bet would just to rebarrel it to 28 Nosler again. Not many other 7mm's, unless a wildcat, will be able to deliver that level of performance. The 7mm STW and 7mm RUM will do it, but have equal or less barrel life than the 28 Nosler. To make the 28 Nosler last longer, run lower pressure loads and bump down 50-100FPS.

Run less powder/pressure in a 28 Nosler, and it might last 1000 rounds. Most 28s are capable of 3100 (or more, maybe quite a bit more) w. 195s at max loads. But probably only 500-700 rounds before they are done. Keeping them at 3000-3030 should extend barrel life by quite a bit.
Different powder choices make a bit of difference too. Not sure what his load is (RL33 or N570?), but Retumbo or H1000 will both get you 3000fps, and maybe a little cooler on the throat? But they will be closer to max loads.
A lower charge weight of RL33 should easily make 3000fps w. A 195. Like 83.5-85.5gr with Nosler or ADG brass.

I'm getting 3100fps with 180 eldms from a 28" Bartlein 9twist 7-300 win mag with H1000/RL26...It is the perfect all around 7mm IMO, that's why I had it built 5 years ago...

1" less action 2" less barrel nearly identical speed on a WSM. Efficiency and short OAL the WSM punches above its weight class.
The 7-300 has always interested me.

Nothing wrong with the 7 WSM either.. I just wanted something a little different than most and not a factory round. I also do not like short/fat cases much. Had too many issues with feeding with particularly WSMs, so I stick to the tall/slender LA stuff typically. Never been a huge fan of most SA cartridges.
Im on a sako SM action that was made around the WSM so it feeds great. Hell of an action

My 7 max would run a 195 easily at 3000 with a 28" barrel. I get 3000' with a 26" with N570.
The 28 SM running a 195 at only 3050' should also easily get over 1000 rounds and is capable of 3200+
