Tripod and head setup for both rifle and spotting scope.

I've been following you guys all for a while now. This has probably been covered, but we are living in an ever-changing world, so I will ask today. What is the best tripod and head setup for dual use in the long range hunting world. Meaning use with a rifle and spotting scope. I have looked into Feisol, Two Vets, and RRS, but I have trouble even breaking down what I'd need to buy extra with each setup. I plan on using it with a CA10 semi-auto rifle that has a full length picatinny rail underneath it. I would like to stay under $1,000 but also....buy once, cry once.
