What is the correct torque range for Talley 1-piece rings/bases, and then the same for action screws?

What is the correct torque range for Talley 1-piece rings/bases, and then the same for action screws?

15-20 on the rings
20-25 on the base
Action screws will depend on make of action and type of stock.

Stock is McMillan(non-edge), and action is Rem 700.

I would go 45 inch lbs on both action screws, BDL style that is wwhere I have had the best accuracy with 700's
