Tikka T3x cannot be toqued past 35 lbs.

I have a new tikka hunter rifle (wood stock). If I torqued the screws past 35 lbs, the bolt will not open. What would cause this?

Front bolt against bolt lug? Shorten the screw.

Take the bolt out, torque the screws down (action to stock), and take a flashlight and look in the action to see if the screw is protruding out to where it is making contact with bolt. I've had this happen, just shortened screws a little.
