Stiller pinned scope base question

This is probably a dumb question but I have a stiller predator action and want to mount one of their pinned scope bases. The pins slide in and out of the base part no problem but won't go into the action. Do I need to install the base to the action then tap the pins into the action afterward with say a punch or something? I've emailed Stiller but haven't heard back yet. Can anyone help me out on this?

Gabe, I put them into the receiver first. Use a small brass hammer, make sure they are straight and not tipped and tap them into the receiver first. They go in with a slight interference fit.

You certainly don't want the pins too deep or they will interfere with the bolt. I prefer to start all the screws and run them up close but not tight. I then tap the pins in to ride 50/50 in the action and rail.
