Smokeless powders

I was looking over Utah's big game guide. It states you must use a black powder or black powder substitute. It further states the powder can't contain a cellulose - based smokeless powder. Question, are there any smokeless powders not considered to be cellulose based?
 
I don't think any smokeless fits your criteria.

BH209 may be one of the closest to smokeless.

Blackhorn is great stuff. Lot less hassle than most of the other alternatives, and close to using smokeless.
 
BH209 is the closest you'll get. There has been some work done by some guys indicating it may be nitrocellulose based, like Trail Boss.

You need to use smokeless solvents to clean it up....
