RWS 300 win mag brass

Hello! I am looking for someone familiar with 300 wm RWS brass. I bought 400 pieces mostly used a around 40 unfired. My question is, looking inside they all have a donut inside of the neck. This makes it so I can not resize it. Is this the norm or not? Thanks, Bill
