Local store has SA Blued for $395.00

That's pretty inexpensive even just for the action.

Are the actions any different than standard, other than the course finish?

Actions are unchanged except for the rougher finish as you mention.

Are you sure it is an XCR and not a SPS?

If you can find an old ADL synthetic short action right now they are going for around $319. Try Sportsmans W in Idaho falls. They should have a few ADL's lying around somewhere.
