From the looks of this article the 700ML uses a short action receiver. Could I just get a standard bolt and re-barrel a 700ML to a 260?

No it won't work. The 700ML has the same external dimensions as a SA CF, but no raceways for locking lugs, etc. Additionally, if it was that easy, the action would still be 4473 controlled--which it is not.

Actually the new smokeless muzzleloader may in fact just use a center fire action, the old 700MZ is the type with no locking lugs.
