Remington 700 ML ramrod Issue

I installed a 209 conversion kit in my Remington 700 ML.
For some reason when I was finished, the ramrod will not slide all the way back in, sticks out about an inch. I had removed the guard screw although realized after I didnt have to for the conversion install.
