Pushing 7.62x54r to .338

First off Im actually really doubtful of this idea. But in theory would this be safe? Would have bang if I could modify the brass right.

I want to be clear. I had a random thought and then read on another forum. You could expand the neck size to .338 cal from the .311 diameter. Obviously a total rework of the rifle. But sounded fun
