Could you explain the 5 day rule and how to PM after 5 days?

After 5 days, click on the user name you want to PM and "Start a Conversation". 5days is probably to keep spammers and scammers at bay.

Thanks, completely understand and agree with the reasoning. However, I still don't have that option available to me... It must be a 5 days + rule.
