I guess the model dictates that this may not be zero stop? Took the cap turret off and correct me if I'm wrong, but I'm pretty sure it is zero stop.

That looks like the Zero Stop clutch. If you take the red cap off the elevation turret what does the top of the turret look like?
Also, please take a picture of the side of the adjuster without the turret cap on.
