New need advice on gun please read

Hello I am new to long range ahooting. Ive been hunting deer for years and have shot from as far away as 400 yards. However a new plot of land I have found can support shots out to 700 yeards. I heard .308 was the caliber of choice and could support shots to that distance. But I was wondering what kind of gun I should get im looking to keep it under 450 and I want a single shot rifle. I was looking at the harrington and richardaon rifles. At the survivor model in particular. But since im new to these type of ranges id love some suggestions. I have a bushnell tactical elite scope so I have good optics.
 
I don't think it is possible to keep it under 450 for a good long range outfit.
My advice is drop the single shot break action idea and go for a Howa or Weatherby V , bolt action in 30-06 . Put a BRMS 9 to 13 " Harris bi-pod on it . Later on have it pillar bedded .
