Need help getting "Privileges" to IM in Classifiedes...

What does it take to have "sufficient privilege's" to talk with someone selling something in the Classifieds? I've sent two emails to the "Contact Us" link, no reply. I can't find anything in the Rules section...
I'm new here, and don't want to make drama, but I'm flying blind here, and it seems like it's not in the best interest of the site to make this some kind of puzzle...
