Mule deer tags?

is there a state that you can buy tags without a draw process? Or outfitters that have their own tags. My and my dad are wanting to go out our first Midwest hunt and am just getting feet wet researching. Any help you can give me is appreciated.

Found a place called western outdoor adventures that has land owner tags hat can be used. Has anyone been with these people? Would you recommend them or another place?

Look on Monstermuleys.com they always have tags up for grabs.
