Make a modified case without a lathe??

Hand drill, sharp bit, case in towel/vice grip pliers, go slow, hold tongue just right, tap it and you are good to go!
I have a cheap drill press from HF (https://www.harborfreight.com/8-in-...ress-60238.html?_br_psugg_q=table+drill+press), I paid $50 for mine over a year ago.

You can get the tap and bit at Amazon for $25. I made a woodblock (drilled with different sizes and cut in half) to hold the brass. I wrap the brass with a hockey stick wrap to protect it and hold it firmly without spinning when drilling.

I used the drill press to tap but turned it by hand, use oil and do it slowly.

Yup a drill press. But my machinist warns it can be one dangerous piece of machinery. I drilled out the bottom of a case with a hand drill to remove a stuck case. It's not hard, just go slow and be careful. And yes holding your tongue just right is key ;)
 
I use a body die to hold the case. I square the table to the quill, set the die on the table upside down, then I have a plate that goes over the die body to stop on the lock ring. This plate is bolted down to the table. This keeps the case square to the quill. This is probably about the best you can do with out using a lathe.
 
I d also recommend full length sizing the case so it's easier to put in and out of chamber. Note, that will require an oversized expander plug for the neck so bullet will have a loose fit. ( if you own body die or bushing dies without the bushing the neck expander is unnecessary as you can use a fired brass and only body size)

Good point if the case is only going to be for 1 rifle; I was 'thinking' a universal case for any rifle!
 
Before you make the case you are going to use, practice on a few other "disposable" cases. Make the mistakes on those cases. Make sure you use cutting fluid when drilling and tapping.
 
when I make mine up I take a piece of oak drill a hole thru it about the same size as the case. Then cut this in half and use it to hold the case in a vice. this holds the case for me, and keeps it straight while you drill it. tapping is easy as its brass

A sharp bit in brass/ copper is not a good idea it will dig in and feeds itself fast.
Break the cutting edge SLIGHTLY with a stone.
