Leupold M1 turret question

I have a Leupold 6x36 with an M1 elevation turret and it works great.

If I were to get an M1 elevation turret installed on a Leupold 3-9x40, how exactly does the magnification work with regard to dialing the turret? What I mean is, does it only work on at a certain magnification?

I've never had to consider it because my other M1 is on a fixed power.

The M1 turret dial has no impact on magnification.
The magnification adjustment should be located at the base of the ocular section of the scope.
 
Are you talking about a particular reticle?
A turret adjusts the reticle position, a reticle position meaning can be relative to power, the turret is not relative to power.
 
The Leupold M1 dials are 1/4 MOA / click. This is independent of where you have the magnification set on your variable power scope.

For example, if you dial 16 clicks, this is 4 MOA of adjustment, regardless of magnification or distance, it is simply a 4 MOA reticle adjustment of your scope.
