Is 4-16x50 sufficient for 1000yd shooting?

A lot depend on quality and clarity but I have shot 1/2 moa at 1180 yards with a 2.5 x 10. A crisp fine reticle would be my choice too.

I shoot a vortex hslr to a mile a lot 1000 is very doable. More is better but if that's what u have shot it.

For decades the go-to optic for US Military snipers was the fixed 10x Unertl scope... They shot 1K with them all day long. However, as a big fan of dead-on precision accuracy and tight groups, I prefer alot of magnification.
