Is it legal to bait wolves anywhere in the lower 48?

I used to know the rules for hunting wolves in Alaska years and years ago.

I shot one with my 270 when I was a kid at the mouth of a river. Good times.

Remington 130 grain extended range boat tail bullet about 300 yards.
Pre 64 Winchester model 70 with a Redfield 3-9x40
 
This is the wolf I got.
Wish I took the time to clean it up first...

I believe Idaho's new rules allow baiting, plus a bounty up to $2,500 per wolf https://www.koze.com/2021/10/12/idaho-reaches-deal-to-reimburse-hunters-who-kill-wolves/ they seem to opening most methods short of poison to control their big dogs.
Straight from IDFG:
Bait: Hunting big game over bait is illegal, except for black bears. Wolves may be taken incidentally to bear baiting. See pages 71-72.

• Bait: Bait for wolf hunting is allowed on private lands, during extended season (July1-July30), with landowner permission. It is not legal to use edible meat portions of any game bird or animal, except legally salvaged road kill.
