Wyoming claims their mule deer population is increasing while Colorado claims it's mule deer population is decreasing. If population is a factor, looks like Wyoming is your best bet.

I think Wyo. Is your best shot at a true trophy mule deer. Personally, I' give some serious thought to calling Non Typical Outfitters. Guys hunting with them have a good shot at seeing and possibly harvesting a huge buck. And with so much private ground in Wyo., I think an outfitter is almost a must for a non-resident.

There are millions of acres of pubic land in Wyoming for a DIY hunt or a guided one. NT has a waiting list of a year or two and the PPs needed to hunt with them in Region G is probably more than the OP says he has unless he'd enter the Special Draw and that keeps going up in PPs needed also. I've been in Region G the last two seasons and there are some bug bucks there, but in a few years the age class will be down due to the huge winter kill that took almost all the fawns in that area and in Region H just to the east of it last winter.
Mule deer numbers are down in the western part of the state. Up in the eastern part.
You want HUGE muleys go to the big horns. Northern part west of Burgess Junction on Hwy 14A. As you look up the mountains you'll see where the tree line stops, look above that.
As we know deer come out in the evening to feed. Normally they come down, but, the really large bucks go up. If you take a spike camp and get a ways above the tree line, hide and wait. You'll see more giant mulies then you can imagine.
I dont know what NR area it is, I hunt with a General Tag.
If you're willing to hike up there, it will be worth your time.

I'd go Wyoming.
It'll take a lot of points to get into a monster muley area in CO.
You might want to get started on Heny Mountains bonus points. Allegedly the largest mule deer bucks in the nation live in the Henrys.

Just how many monster mule deer have you seen in Arkansas?????
honestly do not know but i have spotted quite a few huge ones, and we have quite a deer population here, if you are searching for a place to hunt deers, you welcome to find an outfitter here that can help you.
Arkansas has no mule deer, did you mean Arizona or Kansas?
If you meant whitetail then there are some big ones here and there, kind of a rarity. I spotted what had to have been a 180"+ on Post about a half mile from the training center I work at. Biggest whitetail I have ever seen in person.
