Factory High Performance Vs. Hand loads

Does velocity equal accuracy? Do hand loaders only load for velocity or are they loading for accuracy also? I don't claim to be anywhere close to an expert, but aren't some rifles more accurate with less than maximum charges? I hunt game, not paper and cronographs. Please enlighten me on this subject. Perhaps I am killing animals with too slow moving bullets.

At 1,000 yards that is very possible that you are shooting to slow of a bullet but My question was more about the type of powders being used by ammo companies vs what we can use as hand loaders. Speed is nothing if you can't hit the target, that I agree with. Just curious to see if there is a better powder out there I should look at.
