Don't wanna do the coffee can or Tupper ware thing.
I wouldn't think you need hazmat to ship one empty, but I'm not sure?

I'm 49 CFR certified so I can answer your shipping question. If it is empty, it does not require hazmat as long as it is truly empty. With no remnants of powder it is legal to ship without any extra paperwork, labeling, or hazmat fees.

I have successfully (carefully) removed labels from 1 pounders to do exactly what you are doing. You can put the label on any sized powder jug you can find.
