Slingshot would be perfect. I think the caliber should be the kind they used to throw bolders over castles though. I'd hate to anger the bear with one of those hand held ones. I will confess to knocking down a squirrel once with one! Luckily he ran the other way...

Why would anyone even consider taking the time the put together a bill, garner support for the bill, and then push it through committees for a vote? I have already wasted more time than the question is worth but why not just let anyone who wants to do it just go ahead. It shouldn't take the bears long to put an end to the nonsense.
