Bullet marks on paper targets

After getting home from the range today I was looking over my targets. All shot with a 6.5-284 at 200 yards using 140 A-Max. What caught my attention was all visible (not touching) holes had powder marks along the edge from approx. 12 O'clock to 6 O'clock. The left side of the hole approx. 7 O'clock To 11 O'clock has a clean edge that is peeled back. I there any explanation for this or am I Nuts!!!??? Can a fairly strong cross wind cause this at 200 yards?
 
Makes sense, targets were on right side of backer. Just never noticed it before.
