Brass failure after 2 loads normal?

I just finished cleaning and resizing some 7mm-08 R-P brass getting reading for a third load and ran into a few that the neck was cracked the whole length.

Is this normal to have a few failures from cheaper brass? They were factory loads and the second reload were not that hot. I was just hoping that I could get 3 or 4 loads out of them.
 
I've noticed that the necks of the factory loaded R-P brass I have just started using, needed some annealing; (the neck tension wasn't as tight as I wish.) Once I annealed them they were fine.

Maybe it is normal for R-P cases from loaded cartridges, I've never bought R-P bottleneck cases. I would anneal them and not look back.
