best 1000 yards rifle for a budget

This is a frustrating comment for me.

if the gun can shoot .5moa at 100 yrds, it can shoot .5moa at 1000yrds... because it's just an angle the shooter is the difference at 1000yrds. Being able to calculate windage, have a consistant load, incorporate barometric pressure, ammo temp, air temp, bore temp/seasoning etc.... thats the difference at 1000yrds... if a gun shoots repeatably at 100 yrds.... it will do the same at 1000 yrds... it's the shooter that won't.

Generally I thinks that you are right, but I have had occasions where a bullet/barrel/load combination would not hold at the longer ranges due to stability, or deteriorating velocity issues causing loss of precision or accuracy. I had a specific case using 168 SMK's in my 308. When I switched to a 175 SMKs my group size maintained its groups to 1000 yards.
